海关编码是通过查找与产品描述相符的品目来确定的。根据结合名目（CN）归类总规则 1，类、章及分章的题目仅为查找方便而设；具有法律效力的归类应按品目条文和有关类注或章注确定。在土耳其，为确保正确应用 GTİP 编码，发布了《海关总公报（税则）第 11 号系列》（土耳其）。
